The Illinois Department of Children and Family Services has a Memorandum of Understanding (MOU) with every Head Start Grantee agency that is focused on supporting early childhood / child welfare collaboration and ensuring children involved with the child welfare system are enrolled in a quality head start program or an early care and education program.  This is an example of the MOU currently in place.
